MARKET INTELLIGENCE / PUBLIC PROCUREMENT

What public language-services procurements teach us.

An original interpretation of historical procurement documents, used to understand buyer requirements—not to imply any client relationship, award or active tender.

01

Healthcare quality requirements

Stony Brook University Hospital, IFB 24/25-3278, January 2025 addendum

In its historic supplier Q&A, the hospital cited professional accuracy, minimal wait, language coverage and noise-free audio. It rejected proposed offshore delivery for quality-control reasons. Eligibility is customer-specific.

02

Multiple-award responsiveness

City of Boston, RFP EV00015184, issued January 2025

The city described a ranked, three-vendor selection in which prompt response determines who receives a service request first. Operational capacity is part of competitiveness.

03

Education requires defined processes

California Department of Education, IFBs BF250018 / DR250015, 2025

These solicitations separated interpretation qualifications, scheduled and emergency work, coordination, cancellation and invoicing. A linguist list alone is not a delivery plan.

04

Medical interpreting demand units

Stony Brook University Hospital, IFB 24/25-3278, pricing schedule

The historic bid included per-minute estimated OPI and VRI volumes; the solicitation explicitly stated that quantities were not guaranteed. Demand estimates are not commitments or HBPO revenue.

How we use this evidence

The named solicitations are publicly issued research sources from 2025. Contract status, addenda and requirements may have changed. HBPO does not hold or claim these awards. Any outreach must follow current solicitation communication rules.
